Innovation and Development Strategy
The Czech Statistical Office (CZSO) has a Strategic Plan for a five-year period. This document defines the mission, vision, and strategic goals of CZSO, detailed through principles, strategies, and resources. The strategic goals present the future development of the office’s activities and focus on the quality of official statistics (CZSO products) as well as the main, management, and support processes of their creation. The fulfillment of CZSO’s strategic goals is assessed on the basis of a set of key performance indicators, which are published in the Annual Report.

Annual Implementation Plans of the Strategy
CZSO’s strategy is implemented through a set of annual implementation plans, which include the following interconnected documents:

- Budget and systemization of service and job positions for the year.
CZSO Priority Tasks
CZSO Priority Tasks represent an innovation activity plan set by the management as crucial for fulfilling the CZSO Strategic Plan in the given year. These tasks build on partial strategic objectives and identified critical organizational risks. They are typically associated with increased demands on personnel and financial resources. Progress in fulfilling priority tasks is regularly monitored internally and presented externally via the Annual Report and State Final Account. Work Program
The office’s work program for the given year is compiled primarily based on the requirements of the European Statistical Program and other international as well as national requirements for official statistics. It includes the Catalogue of Products, including the related calendar of News Releases and other outputs for the year. It also comprises the program of statistical surveys, a plan for household surveys, and a plan for using data from administrative and other sources that provide necessary data inputs for statistics compilation.
Catalogue of Products
The Catalogue of Products lists and provides links to all published CZSO statistical outputs, especially datasets, news releases, and other publications. The catalogue serves as a reporting tool for data collection and processing for the purposes of statistics production. Summary information on its fulfillment is also included in the Annual Report, State Final Account, and Information Services Report of CZSO.

Program of Statistical Surveys
The Program of Statistical Surveys lists all statistical surveys with reporting obligations for the year and their characteristics. It is issued annually as a legal regulation—a decree binding for the respondents. The program is used to obtain data necessary for statistics compilation in cases when such information is not available from existing administrative or other sources.

Administrative and Other Data Sources
The utilization of administrative and other data sources is based on the authority to use these data for official statistics, as stipulated by legal regulations, specifically the State Statistical Service Act and the Regulation on European Statistics. This process is carried out under contracts with data owners, which specify the technical terms, scope, and schedules of data transfers.

Household Surveys
The household survey plan conducted by CZSO’s interviewer network includes both an annual overview of surveys carried out and an outlook for the upcoming period. The selection of respondents is carried out randomly. Data collection takes place through face-to-face (CAPI), telephone (CATI), or online (CAWI) interviews.

Budget
The budget and medium-term outlook, including the plan for investments, summarizes the financial resources required for the operation and development of CZSO. The office is listed as a separate budgetary chapter within the state budget of the Czech Republic. The budget is prepared through negotiations between CZSO and the Ministry of Finance and subsequently approved according to the budgetary process specified by law. Systemization of Service and Job Positions
Systemization defines the number of service and job positions assigned to individual pay grades and sets the total volume of funds allocated for salaries in the given year. This document is created after negotiations between representatives of CZSO, the Ministry of Finance, and the Ministry of the Interior, and in the relevant cases, is subject to approval by the Government of the Czech Republic. Information on the office’s systemization is also included in the State Final Account and Annual.
