Population and Housing Census

EU Member States provide the Commission (Eurostat) with reports on the quality of data transmitted on the base of Article 12 – Statistical quality of the Regulation (EC) No 223/2009 on European statistics (which was amended by Regulation (EU) No 2015/759).

Common rules for the decennial provision of comprehensive data on population and housing are established in the EC Regulation 763/2008 on population and housing censuses.

Census 2011

Census 2011 in the Czech Republic was carried out under national Act No. 296/2009 Coll., on the 2011 Census of Population, Houses and Apartments, and the Regulation of the European Parliament and the Council (EC) no. 763/2008 on the census of the population, houses and apartments.

Act No.296/2009 Coll. regulates the preparation and implementation of the 2011 census of population and housing in the Czech Republic and the conditions for providing data from this census. It also refers to Act No. 326/1999 Coll., on the residence of foreigners on the territory of the Czech Republic, Act No. 325/1999 Coll., on asylum, Act No. 221/2003 Coll., on temporary protection of foreigners, Act No. 137/2006 Coll., on public procurement, Act No. 365/2000 Coll, No. 347/1997 Coll., on the creation of higher territorial units and on the amendment of the Constitutional Act of the Czech National Council No. 1/1993 Coll., Act No. 36/1960 Coll., on the territorial division of the state, Act No. 128/2000 Coll, 89/1995 Coll., on the State Statistical Service, Act No. 133/2000 Coll., on Population Registration and Birth Numbers, Act No. 359/1992 Coll., on Surveying and Cadastral Authorities, Act No. 131/2000 Coll., on the Capital City of Prague, Act No. 222/1999 Coll, Act No. 250/2000 Coll., on the budgetary rules of territorial budgets, Act No. 269/1994 Coll., on the Criminal Register, Act No. 499/2004 Coll., on archiving and file service, Act No. 101/2000 Coll., on the protection of personal data.

EC Regulation 763/2008 establishes common rules for the decennial provision of comprehensive data on population and housing censuses. It also refers to Council Regulation (EC) No. 322/97 on Community Statistics (no longer in force), and on Regulation of the European Parliament and the Council (EC) No. 1059/2003 on the establishment of a common classification of territorial units for statistics (NUTS).

Specific requirements for the 2011 population and housing census within EU were laid down in

Regulation EU 519/2010 which establishes the programme of the statistical data and the metadata for the population and housing censuses to be transmitted to the Commission (Eurostat) for the reference year 2011;

Regulation EU 1151/2010 implementing Regulation (EC) 763/2008 as regards the modalities and structure of the quality reports and the technical format for data transmission;

Regulation EU 1201/2009 implementing Regulation (EC)  763/2008 as regards the technical specifications of the topics and of their breakdowns.

Census 2021 in the Czech Republic was carried out under national Act No. 332/2020 Coll., on the 2011 census of population, houses and apartments, and the Regulation of the European Parliament and the Council (EC) no. 763/2008 on the census of the population, houses and apartments.

Specific requirements for the 2021 population and housing census within EU were laid down in

EU Regulation 2017/543 laying down rules as regards the technical specifications of the topics and of their breakdowns;

EU Regulation 2017/712 establishing the reference year and the programme of the statistical data and metadata for population and housing censuses provided for by Regulation (EC) No 763/2008; and

EU Regulation 2017/881 implementing Regulation (EC) No 763/2008 as regards the modalities and structure of the quality reports and the technical format for data transmission, and amending Regulation (EU) No 1151/2010.

Report on quality for Census 2021 was provided to Eurostat on 28 March 2024 (effective deadline being end of March 2024).
