Government finance and EDP statistics - Reports on quality
EU Member States provide the Commission (Eurostat) with reports on the quality of data transmitted on the base of Article 12 – Statistical quality of the Regulation (ES) No 223/2009 on European statistics (which was amended by Regulation (EU) č. 2015/759).
The subject the Government finance and EDP statistics are data on activities of the government institutions classified in sector S,13, as an integral part of the European System of National Accounts , 2010, and the deficit and debt of these government institutions.
Specific requirements for national accounts statistics are laid down
in Regulation (EU) 549/2013 on the European system of regional and national accounts (ESA 2010),
in Regulation (EU) 2023/734 amending Regulation (EU) No 549/2013,
in Implementing Regulation (EU) 2016/2304 on the modalities, structure, periodicity and assessment indicators of the quality reports on data transmitted pursuant to Regulation (EU) No 549/2013, and
in Implementing Regulation (EU) 724/2014 on the interchange standard for the transmission of data required under Regulation (EU) No 549/2013.
Specific requirements for excessive deficit procedure statistics are laid down in
Regulation (EC) 479/2009 on the application of the Protocol on the excessive deficit procedure annexed to the Treaty establishing the European Community,
Regulation (EU) 220/2014 amending Regulation (EC) 479/2009 as regards references to the European system of national and regional accounts in the European Union,
Regulation (EU) 679/2010 amending Regulation (EC) 479/2009 as regards the quality of statistical data in the context of the excessive deficit procedure; and
Guidelines adopted by the Commission (Eurostat) after consultation with the CMFB, following reviews of the methods, procedure and sources carried out by the Member States underlying the data used with the aim compilation their statistics, in compliance with ESA 2010 and the Government Deficit and Debt Manual.

The Commission (Eurostat) regularly assesses the quality of statistical data within the EDP a detailed reports on methods, procedures, sources, underlying the data used in compilation of the national accounts of the General Government accounts (e.g. definition of the general Government Sector, classification of transactions and liabilities of government institutions and their recording period.
The content of this report (the so-called Inventory or methodology calculation) and the relevant guidelines were approved by the Committee on Monetary Financial and Balance of Payments Statistics – CMFB in June 2012 and they are in force for all EU Member States.
Inventory under the name “Inventory of the methods, procedures and sources used for the compilation of deficit and debt data and the underlying government sector accounts according to ESA2010” is elaborated in English, and on the Czech Statistical Office webpage is publicly available in English and Czech languages. Inventory is regularly each year updated and sent to Eurostat together with April EDP notifications on the fulfilment of the Maastricht criterion of the amount of deficit and debt government institutions, compliance with sustainable development.
