Technical implementation of web analytics

We use the open source platform Matomo, which is implemented on the web servers of the CZSO in the Czech Republic. Matomo creates anonymous reports for data processing.

The use of the Matomo open-source analytical platform, infrastructure and software is completely under the control of the CZSO and is in accordance with existing EU legislation in the field of data protection.

All analytical data transfer communication is encrypted using the HTTPS protocol. Source information and analytical reports generated by the Matomo service are only accessible through the internal authentication system to authorized CZSO employees who work with Matomo or to a duly authorized external subcontractor who provides analysis, development and regular site maintenance.

Using the Matomo system, we process the following data:

  • anonymized IP address (shortened to 2 bytes)
  • meaningless user ID valid for 24 hours
  • page load time
  • name of the displayed page (page title)
  • URL of the displayed page (Page URL)
  • referring page (URL of the page displayed before the current page)
  • used screen resolution
  • date and time in local time zone
  • files that have been clicked or downloaded
  • external links that have been clicked
  • user location: country, region, approximate longitude and latitude
  • language settings of the browser used
  • browser type
  • search queries on the csu.gov.cz page

Legal basis and retention period

The legal basis for the processing of personal data for this web analytics is Article 6 paragraph 1 letter e) GDPR. The public interest results from the purposes of data processing described above. We operate the Matomo system ourselves. We do not transfer this data to any third parties, with the exception of the designated processor. Data obtained through the Matomo service will be anonymized after 24 hours. Matomo does not create profiles and respects the "do not track" setting in your browser.

The established legal basis is, in terms of reasons and scope, identical to another applicable legal basis, by which the processing may be necessary for the purposes of the legitimate interests of the controller in the sense of Article 6 paragraph 1 letter f) Regulation (EU) 2016/679, which is directly stated in the Recital (49): "The processing of personal data to the extent strictly necessary and proportionate for the purposes of ensuring network and information security, i.e. the ability of a network or an information system to resist, at a given level of confidence, accidental events or unlawful or malicious actions that compromise the availability, authenticity, integrity and confidentiality of stored or transmitted personal data, and the security of the related services offered by, or accessible via, those networks and systems, by public authorities […] constitutes a legitimate interest of the data controller concerned. This could, for example, include preventing unauthorised access to electronic communications networks and malicious code distribution and stopping ‘denial of service’ attacks and damage to computer and electronic communication systems"

The Czech Statistical Office is aware of the problematic nature of the use of cookies and similar technologies, especially given the significant technical and legislative development in this area, the necessity of protecting the privacy of users of digital services, and always uses them only for technical, security and analytical purposes with the utmost effort to minimize and transparency of their use.
