Decrease of started dwellings continued

In Q3 2009 the number of started dwellings were 5.7 % down; dwellings completed dropped by 8.8%, compared to Q3 2008.
The planning and building control authorities granted by 9.6 % less building permits compared to Q3 2008 and their approximate value was 12.2% up.
Total value of new domestic construction orders was 26.4% down compared to Q3 2008.

Housing construction (annual changes)
In Q3 2009, 11 234 dwellings were started (-5.7% compared to Q3 2008). The largest number (5 291 yet ‑19.0%) was recorded for dwellings started in family houses. A drop was also reported for dwellings in extensions to family houses. For all other categories a growth was reported compared to the corresponding period of 2008. The number of dwellings started in multi-dwelling houses increased (+8.7%) compared to Q3 2008; construction of 4 080 dwellings was started.
Average floor area per dwelling started in new construction was 125.6 m 2 and approximate value CZK 22.4 thousand per m 2.

8 720 dwellings were completed (-8.8%) compared to Q3 2008. The largest number (4 062, yet ‑9.7%) was recorded for dwellings completed in family houses and in multi-dwelling houses (3 261, ‑5.4%). An increase was observed only for dwellings in extensions to multi-dwelling houses and for dwellings completed in residential and nursing care homes.
In Q3 2009 modernisation of 4 422 dwellings was completed (-11.3 % compared to Q3 2008).

Building permits (annual changes)
In Q3 2009 the number of building permits was down by 9.6%, y-o-y, the planning and building control authorities granted 30 557 building permits; 17 067 permits for new construction (-13.9%) and 13 490 permits for renewals and enhancements (-3.6%). Building permits granted dropped in all types of constructions, only building permits for converted non-residential spaces grew, compared to Q3 2008. The largest decreases were registered for environmental constructions and new residential buildings.
The approximate value of constructions permitted in Q3 2009 was CZK 118.8 billion (+12.2%) compared to Q3 2008. New constructions should see an increase of CZK 79.3 billion (+13.6%). Renewals and enhancements should produce constructions worth CZK 39.5 billion (+9.6%). Approximate value of constructions permitted increased for environmental constructions (+79.4%) and for other constructions (45.4%). In contrast, approximate value fell for non-residential buildings (‑20.9%) and for residential buildings (-0.6%).

The planning and building control authorities granted permits for buildings with a total floor area of 1 853.2 thousand per m 2, which, compared to Q3 2008, is 23.2% down. Floor area of permitted residential and non-residential buildings dropped by 9.6% and 42.5%, respectively.
Construction orders (annual changes)
In Q3 2009 construction enterprises booked 9 746 new domestic construction orders (+9.0%). Total value of these orders made up CZK 44.7 billion (-26.4.%); y-o-y, building construction orders CZK 20.0 billion (-37.0%) and civil engineering orders CZK 24.7 billion (-14.8%). Average value per new construction orders in Q3 2009 was CZK 4.6 million (-32.4%) compared to Q3 2008.

At the end of Q3 2009 construction enterprises with 50 or more employees registered 11.2 thousand contracted orders. These orders represented a stock of work to be done totalling CZK 176.1 billion. Domestic construction work made up CZK 162.6 billion of the total volume (-18.1%) and foreign construction work CZK 13.5 billion (-0.6%). Of the total value of domestic construction orders at the end of Q3 2009, public orders accounted for CZK 123.3 billion and private orders for CZK 39.3 billion. The relation between private and public orders is affected by including in the survey mainly large construction enterprises with markedly higher share of public orders.
