A. Population of construction enterprises
The data released in this publication result from the processing of questionnaires Stav P 6-04 submitted by construction enterprises with 20+ employees (with 25+ employees before 1997) and classified under CZ-NACE 451 and 452 - i.e. enterprises that are engaged in major construction production. (The questionnaire is not asked from enterprises classified to CZ-NACE 453, 454 or 455 whose nature of work is associated construction production involving special trades. This makes the set of processed questionnaires smaller than in the case of monthly questionnaire Stav 1-12.)
The collected data on construction orders offer a view of the construction market development with regard to customers’ interest in terms of volume, future orientation (structure) of construction work, and the share of public and private orders. For reporting units, the orders represent “work supply” for the period to come and/or information on changes in the total structure of construction orders.
B. Brief methodological interpretation of some concepts
Construction orders refer to the volume of construction work to be implemented according to contracts of delivery, confirmed for the reporting unit by the supplier (including supplementary additional orders), irrespective of the beginning and the duration of the work. The orders are reported at prices valid at the time the order is accepted, free of VAT.
The balance of orders at the end of reference quarter shows the value of received, not-yet-commenced orders signed by both parties on the one hand and, for orders in progress, the value of work still to be done. In other words, the volume of the whole order is reported for the former while the residual value (of the work still to be done) is collected for the latter. Projects already completed, but not yet accepted and invoiced, are not included.
Increases in construction orders refer to newly received and confirmed orders as well as additional and supplementary ones (also confirmed) to the existing ones. Included are also short-term orders, which are orders both received and executed in the reference quarter.
Cancellations refer to orders cancelled in the reference quarter, already received and confirmed. They are reported at the value they had at the time of cancellation, free of VAT. Included are also reduced orders (partial cancellation).
Domestic and non-domestic construction work orders are measured separately: the former in greater detail than the latter (where only the total volume as of the end of quarter is collected).
Increases, cancellations and end-of-quarter balance of domestic orders are measured broken down by type of construction work and type of constructions, separately for public and private orders.

Type of construction
The construction work on new construction, reconstruction and modernisation are broken down into the following types of construction:
(a) residential buildings – include dwelling houses (houses mostly designed for housing),
(b) non-residential buildings – include all non-residential buildings not designed for production such as therapeutical buildings, school buildings, office buildings (including office buildings for industrial, agricultural, commercial and other enterprises), buildings for cultural purposes, hotels, etc.
(c) non-residential buildings designed for production – include all non-residential industrial buildings for manufacturing, transport, trade, communications, etc.
(d) civil engineering works – bridges, roads, railways, underground structures, pipe and electrical lines,
(e) water management works – hydro-melioration, dams and reservoirs on water courses, water course modifications and channels.
Public and private (other) contractors are distinguished between. The division makes it possible to find the share of public order contractors in the construction market.
Public order contractors are legal persons that use public resources to finance public orders in compliance with valid regulations on financial management. The public order refers to work, procedures, services and products used to satisfy public needs, financed fully or in part from state budget, local budgets or state funds. Business companies and partnerships and possibly state-owned organisations are not included, unless they meet the conditions referred to in the proceeding sentence.
Private (other) contractors are all other customers (especially those whose activities are governed by the Commercial Code).
The total volume of domestic construction work orders (as at the end of quarter) is used to estimate the volume of construction work to be carried out in the next 12 months (i.e. over one year following the end of the reference quarter) and, from this, the volume of work to be carried out in the first 6 months (i.e. in the first two quarters following the end of the reference quarter). The difference between these two figures shows the volume of work to be carried out in the ”second half” of the year, while the difference between the total and “12-month” volumes of work is the supply of work for the 13th and subsequent months following the end of reference quarter.
