Building Permits Granted

In January 2007 the planning and building control authorities granted a total of 8 410* building notification and permits on the territory of the Czech Republic, hereinafter only (permits), which is 242 permits down on the corresponding period of 2006.
There were 4 738 building permits granted for buildings in total (i.e. + 367 year-on-year) of which residential buildings accounted for 3 236 permits (+ 434) and non-residential buildings for 1 502 ( 67).
The number of building permits granted for constructions for environmental protections was 1 433 which translates into a decrease of 491.
The number of building permits granted for other constructions amounted to 2 239, which is by 118 less than in the corresponding period of 2006.
Of the total 8 410 building permits, 4 516 was granted for new construction (53.7 %) and 3 894 for renewals and enhancements (46.3 %).
Territorially, rather high investment activities are expected in the Středočeský Region (18.8 %), Jihomoravský Region (13.6 %) and the capital city of Prague (9.4 %), which is in contrast to the lowest construction activities expected in the Karlovarský Region (3.0 %), the Liberecký Region (3.4 %) and Pardubický Region (4.2 %).
There were 3 236 building permits granted for residential buildings: 1 260 of them for new construction (38.9 %) and 1 976 for renewals and enhancements (61.1 %). Most of them were granted in the Středočeský Region (18.0 %), the Jihomoravský Region (15.0 %) and the Moravskoslezský Region (7.9 %). 528 building permits issued on the territory of the capital city of Prague make up 16.3 %, of which 2.6 % account for new construction.
The buildings, which were given a go-ahead for the start of construction in January 2007, are supposed to provide 4 484 dwellings throughout the Czech Republic. New construction should provide 2 023 dwellings (45.1 %; 1 989 and 34 dwellings in residential and non-residential buildings, respectively). Renewals and enhancements resulting in dwellings should be provide 564 dwellings (12.0 %; 424 in residential buildings and 140 in non-residential buildings). Total 2 587 new dwellings. The other renewals and enhancements (i.e. those that do not produce new dwellings) should result in 1 897 reconstructed dwellings (42.3 %).
The planning and building control authorities permitted the construction of buildings with floor space 532 107 m2 ( 11.6 %), of which 310 800 m2 was in residential buildings (+ 18.2 %) and 221 307 m2 in non-residential buildings ( 34.7 %). A floor space of 488 608 m2 was obtained in new constructions and 43 499 m2 by renewals and enhancements.
The approximate value of the constructions, for the commencement of which the planning and building control authorities granted building permits in January, amounts to CZK 19 769 million at current prices, which translates into an increase of CZK 1 421 million on the corresponding period of 2006.
A total of CZK 11 693 million (a decrease of CZK 775 million year-on-year, i.e. 6.2 %) should be spent on construction of buildings, of which CZK 7 091 million on residential buildings (by CZK 737 million more) and CZK 4 602 million on non-residential ones ( CZK 1 512 million).
A total of CZK 2 455 million should be invested in constructions for environmental protection - i.e. by CZK 1 300 million more than in the corresponding period of 2006.
The approximate value for the other constructions amounts to CZK 5 621 million - an increase of CZK 4 960 million on the corresponding period of 2006.

*) New Act No. 183/2006 Sb., on territorial planning and the building code (the Building Act), is in force from 1 January 2007. This Act, especially in Sections 103 and 104, regulates newly the problem of “granting building permits”. The new Act may have an impact on absolute values in the time series covering building permits and renewals and enhancements, particularly numbers of building permits and their approximate value for non-residential buildings, environmental and other constructions. )
